[ENH] Panel annotation template

Arising from #1021 - series and panel annotators are now in separate PR.

Hi @fkiraly I'm housekeeping, I want to reduce the number of open PRs by deleting stale ones. This PR is conflicted and has been inactive for a long time. Could you close it?

@TonyBagnall, I think this is still relevant, though i've been waiting for a commitment of someone reviewing this.

for history: @mloning asked me to move this out of PR https://github.com/alan-turing-institute/sktime/pull/1021 (June 2021, merged in July) and committed to review this separately (see above). He hasn't done this, and probably won't, given that it's Nov 2021 now.

I'm in the process of finding someone else to review.
