Yes, openehr-ruby is a base of openehr-rails. It is all up to the developer, which project to contribute. I welcome both. 'openehr-ruby' is a libraries to help implementation of openEHR systems. 'openehr-rails' is a libraries to generate web skelton from archetype model.

Yes, there are many controversy points to clarify specification about this implementation. Archetype data validation is not reflected on generated web skelton and more.
