Investigate use of OpenCombine with SkipFuse

We should see if OpenCombine works as-is, or what it would take to support it. I don't necessarily think we need ObservableObject support given the Observation package, but there are many other uses for Combine that our users might want to take advantage of - either in a new app or because they were using it in an existing app they're porting
