Updating to cucumber-jvm 1.1.8 and cross-building for Scala 2.11

This builds drops support for Scala 2.9.2 since support for it has been dropped in cucumber-scala 1.1.7

Note: version 1.1.8 of cucumber-jvm has an issue in regards to randomly failing tests (cucumber-jvm/cucumber-jvm#761). I updated the PR to build against the latest snapshot release of cucumber-jvm for the time being, and also added the cross-build for 2.11 by @gsood from #48
