[Bug] Generating course repositories is a broken feature when utilising the readme found in this repo

Summary

When clicking the start course button on https://github.com/skills/template-template?tab=readme-ov-file which is linked to from the GH courses documentation I am taking here to the issues section

How to reproduce

  1. Navigate to https://github.com/skills/template-template
  2. Click the Start Course button
  3. This simply redirects to the issues here, instead of maybe somewhere like here https://github.com/new?template_name=template-template&template_owner=skills which would be beneficial

Please include screenshots. (Don't have time to share screenshots right this moment, can share later if needed.)

Additional context

This seems important since this may be a bit confusing for some users who choose to follow the README vs the use template flow.

Additionally following the use template flow also leads to the same bug being included in the generated repositories.
