[Feature] Translate README.md into Chinese version.
Summary
There are many Chinese novice programmers who want to get start to use GitHub but can't read pure English docs.So I'd like to write a new file called "README_CN.md" translated the origin file into Chinese version and make a hyperlink to it.

Hope you can permit me to do so, many Chinese beginner can't start to use GitHub because of the pure English environment.If we provide the "introduction-to-github" project a Chinese version's README.md, it's perfect for the Chinese beginners to get touch with this platform.So I wanna lower the barrier for these beginners even reading barrier.

Hello @wickdynex, we regularly visit the idea of localization of our learning content. In fact, this topic came up again just last week with the release of running AI models in GitHub Actions.
