Add hook to customize how `elfeed-db-gc` finds elfeed-refs

This pull request allows users and package authors to extend elfeed's GC mechanism to store elfeed-refs anywhere, not only the content slot of an elfeed entry in the database.

Fixes #376.

Hey, @skeeto friendly ping for a merge or otherwise some feedback. I'm nearly ready to call my own package finished, and if at all possible I'd like to avoid recommending that users advise any of elfeed's functions.

I'm keen to see this merged so elfeed-paywall can adopt an improved storage model for deeply-fetched content!
