Retrieving folders and files in an arabic language is not correct

When I'm trying to propfine to list all folders and files. Items that in the Arabic language are retrieved in a strange format: ex (/remote.php/dav/files/%d8%aa%d9%8a%d8%b3%d8%aa/) as you can see the file name at the of the URI. this happens even after adding PropfindParameters.ContentType with value "text/xml; charset=utf-8".
