A docker build with a readily setup environment to simplify starting with the repo.

Can be tested with the image provided on docker hub: https://hub.docker.com/r/stephanfuhrmannionos/build_fabric

There's also a github action to build the docker image. This will deploy to docker hub with the project-set secrets secrets.DOCKERHUB_USERNAME / secrets.DOCKERHUB_TOKEN
