Check encoding for factor levels

Beginning with Stata 14 on value labels must be UTF-8 encoded (https://www.stata.com/help.cgi?dta#labelnames).

The man page of save.dta13 should be updated and a note to use version=118 for newer Stata versions should be added. We might also discuss a change of default version settings.

Additionally there is a issue while reading factor labels (e.g. ESS9e03_1.dta).
