@copilot cypress tests are failing.
@copilot now we have a bit of duplication. combine settings-minimal and settings. for the existing tests: we already have a manage-themes.cy, no need for a themes.cy - lets just see...

@copilot nice find. Are there other perf optimizations you can find for when users apply tokens to layers (the update.ts function)?
Moving out of current sprint because it happens in prod too and itd require a larger refactor
