Add support for grouping of resources possible by initiators or configuration

We currently do domain grouping, but it could be expanded into user defined groups either by some configuration or leveraging initiators via the browser HAR or both. Example could be something like group all tracking assets into a single group that can be pushed to a TSDB for monitoring over time or even budgets could be configured against said group.
