Add a simple BLS test as a sanity check

Once we start creating the new `CONFIG_SETTING_CONTRACT_PARALLEL_COMPUTE_V0 ` setting, update the check introduced in https://github.com/stellar/stellar-core/pull/4440 to protocol gate the new entry instead of ignoring it.

We need to alert in slack when pubnet gets close to hitting the target bucket list size.
