Quota of 0 means nothing can be created

Not wanting to impose quota on my users, I set their quota to 0, but that quite literally means "0 quota", when in other contexts, quota=0 means "no quota".

Alternatively, as 0 might actually be desired, allowing -1 would convey the desired "no limit".
