Is it possible to prevent users from creating new tags?

I would like to ask if it is possible to prevent users from creating new tags and allow them to only use existing tags created by admins.

Agree with @mbassiouny33. That feature would be very welcome.

this would be useful. Also, having permission governing the ability to use specific tags. ie. a "released" tag could only be applied by certain users
