Move components not related to ARM/Jetson out to another repo
I think it's probably past time to have a clean out. Anything not directly arm or jetson related could be confusing so should be moved out to a different location.
This is mainly documentation, such as the live basecalling notes.
This could get messy, and there is the issue of the number of places various documentation links have been posted.
One solution could be to leave "dummy" markdown files in place of the documentation, and then include redirects within these files that point people towards the new location for the documents.
Also would be good to consider where specific issues can be transferred. It looks like it's fairly easy to do this (I can see the option Transfer issue to the right hand side of this issues screen).
This will be done as of the major update in bound (moving from Xenial to Bionic Mk1C repos). The non Jetson documentation will be accessible as an older release but won't be maintained/updated. It's already well out of date and the instructions for MinKNOW/Guppy set up available via the ONT Community portal are readily accessible.
