can't use pin 27-34 as IO

place & route shows following message:

Warning (PR2028) : The constraint location is useless in current package. Warning (PR2017) : 'spi_clk_ibuf'(INS_IBUF) can't be placed according to Constraint, because the Constraint location is a Dedicated Pin.

Today encountered exatctly same problem. Founded solution here:

Project -> Configuration -> Place&Route -> Dual-Purpose pin

Turn on "Use SSPI as regular IO" and "Use MSPI as regular IO"
