Bump Kubernetes version to be compatible with Go version

#515 bumps us to Go 1.13.10, but that's (as far as I can recall) not a supported version of Go for our current version of Kubernetes.

It's just as much a problem to have a too-new version of Go as a too-old version of Go, as we experienced a while back.

So we should bump Kubernetes to preserve compatibility.
