Upgrade CRI-O to 1.16.0

This is not the latest version, but it might help with #458. More details there.

EDIT: We already have Kubernetes at 1.16.x, so we just need to update CRI-O. We should make sure that Kubernetes and CRI-O version numbers match as per the compatibility matrix.
