JSON-RPC support in SoftEtherVPN

It's in the latest SE-VPN, but can't get it working on your dockerized version.

As the README there states:

  • Older versions of SoftEther VPN before June 2019 don't support JSON-RPC APIs.

and this repo is pointing to SoftEtherVPN/SoftEtherVPN_Stable@92837bc (v4.29-9680-rtm) which is released on Feb 2019.

I can try v4.30-9700-beta when I have time...
