`runrestic snapshots` should not just fall back to defaults actions

the https://github.com/sinnwerkstatt/runrestic/blob/master/runrestic/runrestic/configuration.py#L24 fucks with unknown arguments.

when somebody accidentally does runrestic snapshots it falls back to default actions - not good
