Dark matter pedestal not working (version ProjectE-1.7.10-PE1.10.1.jar)

What I expected to happen: I wanted to use the watch of flowing time in the dark matter pedestal.

What happened instead: I put it in and tried to right click and nothing happened and I tried other things to make sure I just wasnt doing it right but its not working i also looked all over google and cant find a way to fix it.

(BTW im playing it with mods so idk if thats the problem
