interdiction torch does not update stone fences when placed onto it.

ProjectE version: ProjectE-1.19.2-PE1.0.1B.jar Exact Forge version: 43.1.52

Steps to reproduce:

1. place an interdiction torch on a stone fence

What I expected to happen: the stone fence would change as if there is a block on top of it, as is consistent with vanilla torches.

What happened instead: nothing
