Integrate data for Puerto Rico

We currently exclude Puerto Rico data, although this data was added to eGRID starting with eGRID 2019. The challenge is that Puerto Rico data is only reported at the monthly level in EIA-923, and is not reported in CEMS, nor in EIA-930, so we have no robust way to currently impute an hourly profile for this data.
