How should plants without a reported balancing authority be aggregated?

Some plants are not assigned a BA and are assigned an artificial BA like MS.

  • [ ] Why aren't these plants being assigned a BA?
  • [ ] What is the appropriate way to report their results? (Options: Output BA files for MS BAs, don't output BA files, output list of MS plants)
