Kontalk route

If a number is registered in the Kontalk network, route messages there (as if that JID were verified by us) instead of over SMS.

Seems like you might need this spec: https://github.com/kontalk/specs/blob/master/roster-match.md

I'll update it soon. Please note that you'll need either a server link with the network or a valid registered account to do the lookup.
