Allow unregistered users to message Cheogram users directly

We can route any incoming stanzas to the known JID(s) for a phone number if they are registered, thus bypassing the whole phone network entirely.

Users with a number themselves should have stanzas appear to come from that number, others can use the same escaped\[email protected] syntax we already support.
