Update in toolbar

Is there an existing issue for this?

Describe the bug

The toolbar has an option of fill shape that is not needed till shape tool is actually selected.

Expected behavior

I would like to implement a function such that the fill tool is visible only after the shape tool is selected Moreover the style of the shape tool is different than that of the others (size difference, different hover style) and i would like to make it uniform.
