Keep track of Preferences of a user from Each of the Clients( DAPP, Publisher Portal and RFAI)

This change needs to be backward compatible

A user can have a different preferences for each portal they log in to for Example in DAPP , they may Choose to not revieve any Notifications For RFAI the same user may choose to recieve email notifications , etc ;
