window title text encoding

With Cyrillic text in the window title, I get: '╨Ч╨░╨┐╨╕╤Б╨╜╨░╤П ╨║╨╜╨╕╨╢╨║╨░ ╨┐╨╛╨╗╤М╨╖╨╛╨▓╨░╤В╨╡╨╗╤П Vladislav тАО- OneNote for Windows 10'

Is there a way to fix it?

I am also facing the same issue sometimes. Mostly browser's title. (Window System)

We are also seeing this on 7.7.2 in windows for Chrome

I have a problem only in the console. I tried writing the results to a file and it works well.
