Picasa album INI files ignored when using --album-picasa option

I've got an old facebook export that I'm trying to upload to my immich instance. I've managed to write a script that restores the date/time to images from the HTML files and creates a .picasa.ini file in each album directory with album name/description, but immich-go keeps ignoring it.

My directory structure looks like this:

photos_and_videos/
    ArizonaRoadtrip_lLrv0gQjjA/
        .picasa.ini

And an example INI file is:

[Picasa]
name=Arizona Roadtrip

But when I try to import these, immich-go just ignores them as a "useless file" and doesn't create any albums. Here are some logs, tried to extract the useful ones:
