Allow customers to move domains between each other

Some of the most intensive customer support questions are moving domains. It would be great to have customers do this themselves.

• [ ] Allow a customer to send a domain to another account
• [ ] Ask if history of data should move with it (otherwise it will be deleted)
• [ ] Find another account by email address of that account
• [ ] Return error message if account is not found (yes you can detect if somebody has an account with SA, but you will need their email first)
• [ ] Create a page where new account can approve moving old account
• [ ] Send email to new account with message and link to approve page
• [ ] After they login they can approve the move
• [ ] On the approve page they see if history data will be moved with it (show warning when it's not moving with it)
