menu_links menu should support optional descriptions
The various instance/database/table/row action menus all support optional descriptions now.
If the menu_links menu (the burger bar one in the top right) supported this too they could be a lot more self-documenting.

What if the hamburger menu in the top right was replaced by a cog icon instead, and the menu it opens looked identical to the actions menu albeit with the little ^ thingy on the right instead of the left.
