Remove legacy "builds" prop

As a follow up to PR #35, this PR modernizes the deployment to use "zero config" which means the user can take advantage of Project Settings.

Warning: I didn't test this code. The goal is to rename the index.py file to api/data.py instead. Then there is no reason for builds.
