Tile layer config

Hiya!

Thank you for datasette. It's amazing and I'm using it more and more everyday.

After the recent spatial data cooking show at NICAR, I've been working on a couple mapping projects and I'm finding that the default OSM tile servers are maxed out for my region, so I'd like to switch up the tile server for this plugin.

I followed the patterns I saw over in datasette-cluster-map, so hopefully this patch isn't too controversial.
