Can ArcCatalog 10.2 use the toolbox

I successfully installed gdal2.2.3 and networkx2.1. And I also followed the instructions to install mapmatcher-1.0.win32.exe, but I met the problem in the following picture. I found nothing in mapMatch tool. My version of arcCatalog is 10.2. I would appreciate it if you can reply.Thanks.

I'm not allowed to use the toolbox either, I have the version of ArcGis 10.5 and it will not let me add it. I did all the steps correctly, does anyone know how to fix that?
