Sorry, it is a php extension. I have the vips php extension installed but not the composer package.
I know the solution but the installer should not crash because of the missing dependency. That's the issue!
The cli installer should behave the same way as the web installer.
Since the url in Windows is with a port (8000) but in the vm without (80), I guess it catches the header information instead of the proxy url. It seams...
