Make opening hours optional for amenity=recycling recycling_type=container
I am unsure about wheelchair access - I am unsure whatever adding it everywhere should be considered a good idea (then I would request it and maybe implement it in StreetComplete by @westnordost) or is it something that should be optional (and I would request making it optional in Vespucci).
In Germany all glas_bottle containers i know have opening hours. clothes containers does not.

Are these containers within shops or other indoor objects?
The same (all have opening hours) here, and general glass recycling (contrary to reusable bottles) is essentially always outdoors (sometimes controlled by being fenced in, but that is not particularly frequent).
I think that a solution for the more general issue of different practices in different countries will need to resolved with country specific presets.
In Poland reusable bottles recycling is not tagged as separate object as it is not separate from a shop.
General glass recycling is also almost always outside.
Maybe ask for opening hours on recycling:glass_bottles=yes only and exclude recycling:glass=yes?
Though, the "opening hours" are usually all the same, so the information value of explicitly tagging this (on every container individually) is quite low. Additionally, the containers are never really closed, you can still drop bottles on the weekend - even though it is forbidden - and many people do so, sometimes just putting them on top or next to it to be considerate about the noise.
Additionally, the opening_hours would only apply to glass bottle containers and not to paper containers etc., but we tag "a bunch of recycling containers" often/usually as one POI, so tagging opening_hours are not even correct in this case.
@westnordost that depends very much on where. Here typically use of all the recycling facilities is subject to the OH (and we are talking about multiple 100 Euro fine for violating them).
In my opinion opening_hours
makes little sense because it is not really about being "open", but rather about making noise at night. So more a "common sense" thing. Nothing that OSM should really care about.
The same goes for wheelchair
. I'm sure none of the containers are really wheelchair accessible, unless they are specifically built for disabled people. This certainly depends on the level of disability. Nothing that OSM should really care about.
For short: Vespucci should not mark such containers as incomplete.

Essentially all semi- or completely underground recycling containers have their openings where they can be reached from a wheel chair.
