repl/run commands don't respect config files, arg files

As noted at https://github.com/simonmichael/hledger/issues/2122#issuecomment-2771861460 , commands in hledger repl don't use settings from a hledger config file as they do when run at the command line. Also a @ARGSFILE argument in the repl does not work as at the command line.
