Skip files older than dd-mm-yy?

How do we skip the files that have not changed since the last upload? I.e. remote files with the same size as local, and with the modification date older than (or equal to) the last upload date? This is specifically for servers that always set the remote file date to upload date, rather than preserving the original timestamp
