[Feature request] Only import changes

Thanks for this wonderful app!

I maintain some playlists. Every time I want to import a modified playlist the APP imports the whole playlist. This is a bit annoying with large playlists.

Actually, if you don't change the import quality since it was previously downloaded, the actual "downloading" should be skipped (it appears in the download list, but when treated, it vanishes instantly)

Thank you for your response Simon. Just after the most recent update (today) I tried again with a playlist and without changing the import quality. In my case the app imports all songs again according to the progress bars, also the second time (Just checking because it was a recent app update). (Lumia 950/Windows 10 mobile 1607)
