A reaper for abandoned sites

If a site has not been looked at for (say) 6 months, we could email the owner and advise them it will be deleted soon unless they take some action. Then, after a some more time has passed, the site gets deleted.

Understandable. Even if 6 months seems very tight for some things; TW itself fosters a minimal approach to plugins to not bog down the system so most plugins are totally not interesting and not installed... until the moment you need them and they're very valuable.

One idea would be to email a copy of the very wiki to the owner as part of deletion.
