This is expected behavior actually. There are a few ways to make a "Download" button, distinct from the save button, that works the way you're expecting. See [here](https://simon.tiddlyhost.com/#Download%20links%20%26%20buttons) for examples.

Actually if you switch to "legacy upload save" then I think you would get the behavior you're expecting. See [these docs](https://github.com/simonbaird/tiddlyhost/wiki/About-the-two-different-save-methods).
