The other template that can probably be treated the same is {{location withheld}}.

Do you already have an idea how this can be implemented? So you would have to look at each file individually if it is categorized with Location not applicable or Location withheld and in case it is, it is not listed, or?

This way the images are already ignored in the list. Of course there is the second task, where a UI for easily adding this category needs to be implemented.
