Set up tox with travis

When I would run this during testing, I would just run tox in the directory. I'm not entirely sure how we should do this with travis. Maybe it's enough just to change what travis runs, but I'm not that familiar with travis.

It looks more complicated than I anticipated, but https://pypi.python.org/pypi/tox-travis seems to smooth over the bumps.
