Working on free electron app, need PDF

Anyone have the original PDF -- the URL is no longer valid? The programming is trivial I'm just trying to figure out the formula.

I'm just going to use ffmpeg inside the electron app for R128 / RMS calculation. Just not sure how to get the "DR" number.
