venus 不需要，其它组件可以做做
有种情况是迁移actor时算出的root不对也会重复迁移，但在代码没问题的情况下重启后能迁移成功

What is your Lotus version
I tested the 2k network using Venus v.16.0 and Lotus v1.28.1, and it ran normally. Can you test it again using these two versions.
