Note: if you add the same variable `DATABASE_URL` with the suggested sample value (or a real value) to the [Vercel Settings](https://vercel.com/silvioprog/with-postgres/settings/environment-variables) or GitHub Secrets, it works like a charm.

Same problem here, and I'm able to use other tools like `youtube-dl`, `chrome `, `curl`, or even a `fetch` inside NodeJS.
