Support parsing yarn config files

I did a quick investigation and it seems to require one to pretty much re-implement yarn's internal config resolution, which I'd rather not like to do, so I'm hoping on https://github.com/yarnpkg/berry/issues/264.

Probably depends on https://github.com/rexxars/registry-auth-token/issues/27.
