Update URL for Title field is being applied to areas outside the CMS

Version: 4.3.x-dev

With tractorcow/silverstripe-fluent 4.2.x-dev

Steps to reproduce

  • Go to Locales section
  • Add a locale
  • Save it
  • Change the title and tab to another field

Expected

No changes to Title field

Actual

Title field gets an input group addon to update the URLSegment

I assume this means that the javascript for the CMS is being included at this point and/or it's not scoped correctly to only affect pages in the CMS
